Richard M. Biery, M.D., MSPH, FACPM

Senior Consultant in
governance, health-related integrated strategic thinking, high
performance & quality improvement, measurement and analysis science,
inter- and intra-organizational relations, and community and
population-based health
Dr.
Biery is a Phi Beta Kappa graduate of the University of
Minnesota earning a BA (chemistry), BS, and MD followed by an
MSPH at the University of Missouri in epidemiology and
community health management. He was additionally trained at
Walter Reed Army Institute of Research in international
health, served in Vietnam as an epidemiologist, and completed
his military as preventive medicine officer and acting medical
commander for Ft. Drum, NY. Further training included health
institutional and organizational management. He is specialty
board certified in preventive medicine, the branch of medicine
that includes population health and management science. After
completing training in preventive medicine he joined the
Kansas City, Missouri Health Department in 1972 and became Director of
Health for Kansas City, Missouri, in 1975, a cabinet post
under the City Manager, with policy oversight for indigent
medical care systems involving two hospitals (including mental
health services), a long term care facility, five community
clinics, and a comprehensive EMS system as well as all public
health functions for the City. Furthermore, included in his
experience is several years as Chair of the City Ethic
Committee. Dr. Biery left the City of
Kansas City in April of 1998 in order to teach and
consult.
Dr. Biery’s personal skills
and extensive management and governing board experience present a
strategic blend of high level leadership, governance, and management
science as well as the field of medicine. Besides knowledge and skills
accompanying his administrative and medical specialty training, he
includes in his skill set Policy Governance®* for governing boards (is a
graduate of the Carver Academy in Policy Governance), strategic thinking
(including training in Hoshin Planning), substantial knowledge in
performance and quality improvement, health data, measurement and
analysis, effectively working with people, an understanding of
organizational and group dynamics, broad experience facilitating inter-
and intra-organizational relations, and has had training in and is
gaining skills in systems thinking, dynamic modeling, and “lean”
(streamlined) process design.
Because Dr. Biery has been both
a physician with clinical experience and a trained administrator and
executive officer, having worked closely with physicians and health
staff of all types and across the spectrum of health care organizations,
he brings a comprehensive view and integrative systemic approach to any
consulting project undertaken by BBG. This integrative capacity is rare.
It provides the capability to hold the big view
simultaneously with the details at the ground and understand what goes
on at the community and population health level, hospitals, clinical
care settings, nursing homes, health departments, and EMS systems.
Dr. Biery, who has been a
clinical professor at the University of Missouri in Kansas City, an
adjunct associate professor at KU Medical Center, and a
lecturer at the University of Missouri -Kansas City Bloch School
of Business, serves on and has served on numerous organizational
boards, including hospitals, nursing homes, foundations, public
authorities, a college, and other local human service organizations. He has served
on national boards and
committees and was president of the US Conference of City Health
Officers and a regent to the American College of Preventive Medicine. He
lectures throughout the nation on issues related to organizational
values and ethics, governance, performance and quality improvement, the
effective use of health information and data, and issues related to
community health and epidemiology.
Besides
having served on many boards (over thirty) in the charitable community,
Dr. Biery has extensive experience as a leader in the Christian faith
community. In addition to serving on his church board, including as past
chairman, he currently serves on a Bible college board and has been its
chairman, (and was briefly an interim president as well), and is
currently chairman of an international mission organization that has
moved to Policy Governance®. He also has considerable
experience consulting to faith-based organizations of a wide variety.
He is president of his own
consulting firm, The BroadBaker Group, Ltd. (a virtual company with
professional associates available from around the country) which offers
consulting and coaching in health strategy and governance, focusing on
breakthrough high performance strategies for organizations,
interorganizational relations (collaborative and negotiated
initiatives), prevention science, data and information usage, and
inferential and analytical skills.
